A. Introduction and Project Overview
The Canadian Association of Schools of Nursing (CASN) is seeking an animator to create five (5) animated scenarios for use in online abortion care modules. The animator will be responsible for visual design, character animation, and final production. Deliverables must be compatible with Articulate Rise 360 and provided as high-quality MP4 video files (H.264), suitable for web-based learning.

Proposals will be evaluated based on the evaluation criteria outlined in this RFP. CASN reserves the right not to award a contract and may negotiate with any bidder(s) for related scope or services. All bidders will be informed of the results of the evaluation process.
B. Background
In 2023, CASN received project funding to develop Entry-to-Practice Abortion Care Competencies for Undergraduate Nursing and Nurse Practitioner Education in Canada to provide guidance to schools of nursing to increase abortion care content in curricula. This project was a component of the Contraception and Abortion Research Team (CART) Access Project: Advancing access to abortion for underserved populations through tools for healthcare professionals and people seeking care, which has been funded by Health Canada. In 2025, CASN received project funding to develop online modules that support the integration of abortion care, sexual health, and reproductive care content into nursing education, aligning with the CASN entry-to-practice competencies for registered nurses and nurse practitioners. Over the last 12 months, CASN has been working with subject matter experts to create content for the modules, which will be housed in Rise 360.
C. Scope of Work
The animator will be responsible for the following:
- Development

- Transforming provided scripts into fully animated scenarios in English and French.
- Designing characters, environments, and visual elements appropriate for Canadian post-secondary nursing education and nursing practice.
- Ensuring a respectful, non-stereotyping, and non-stigmatizing approach to sensitive content related to abortion care.
- Maintaining design and style consistency across the five (5) scenarios.
- Animation

- Producing five (5) animated videos varying in length from approximately 2 to 8 minutes.
- Using a preferred 2D animation style (non-photorealistic).
- Including voiceover narration in English and French (scripts to be provided by CASN).
- Accessibility

- Adding closed captions for all spoken audio in English and French (caption text and audio to be supplied by CASN).
- Ensuring visuals adhere to accessibility best practices and Web Content Accessibility Guidelines (WCAG), including but not limited to:
- Pause, Stop, Hide functionality (WCAG 2.2.2)
- Clear contrast and limited flashing (WCAG 2.3.1)
- Appropriate alt text
- Easy-to-read caption text
- Revisions

- Providing an initial storyboard with sample characters and scenes for review.
- Including up to two (2) rounds of animation revisions per scenario.
CASN will be responsible for the following:
- Providing finalized scripts and all text content for each scenario in English and French.
- Supplying descriptions of scenarios, characters, and scenes.
- Reviewing content and providing feedback within agreed-upon timelines.
- Uploading the final animation files into Rise 360.
D. Technical Specifications
The final deliverables must be fully compatible with Rise 360.
- Video format: MP4
- Resolution: 1080p (1920 × 1080 pixels)
- Frame rate: 30 fps
- Aspect ratio: 16:9 (widescreen)
- Audio: High-quality (16-bit WAV/AIFF at 22–44 kHz)
- File size: 2–10 MB per video, optimized for web delivery
- Caption files: SRT or VTT
- Source files: Editable source animation files
E. Ownership and Usage Rights
All final deliverables—including but not limited to written materials, visuals, designs, digital files, and any related assets—will become the property of CASN upon completion and payment. The creator will assign to CASN all rights, title, and interest in the deliverables, including full rights for worldwide, perpetual educational use, reproduction, modification, adaptation, publication, and distribution across all current and future CASN platforms and media. The creator warrants that the deliverables are original and free of third‑party restrictions and agrees to obtain permissions for any third‑party materials included.
F. Budget
The total budget for the animation is C$9,000 (including HST). 25% of the total contract amount will be paid upon signing the contract, and the balance of the contract will be paid upon submission of the final deliverables.
G. Timeline
The work will occur between April 6 and July 3, 2026.

Contracts will be awarded to the selected bidders before the end of March 2026. Interested candidates must be able to meet the project timelines.
H. Proposal Requirements
Interested bidders must submit a proposal that includes the following:
- A description of relevant work experience (e.g., animations for e-learning content, particularly for health education).
- Examples of similar scenario-based animations.
- Demonstrated familiarity with Articulate 360 and the Rise 360 platform.
- A description of the proposed approach and confirmation of ability to meet the project timelines.
- Acknowledgement of the project budget and clear pricing that does not exceed C$9,000 (including HST).
- Proposal page limit of five (5) pages.

J. Conflict of Interest and Confidentiality
- Bidders must disclose any potential conflicts of interest.
- Materials provided by CASN (scripts, descriptions) must be kept confidential.
Appendix A. Animated Scenario Descriptions
Scenario 1:
- Setting: Doctor’s office
- Characters: 1 nurse, 1 client
- Description: This scenario depicts a conversation between a nurse and a client that contrasts a trauma-informed communication approach with examples of coercive communication.
Scenario 2:
- Format: Still-frame images of elements within a clinical setting that affect privacy and confidentiality (e.g. clinical hallway, computer/access to information, sound-proofed rooms, secure messaging/texting systems).
- Characters: 1 nurse
- Description: This scenario illustrates how to maintain privacy and confidentiality in clinical environments by highlighting environmental and procedural considerations.
Scenario 3:
- Visuals: Three images—a procedure room for cervical preparation, emergency tray for complications, anesthesia set-up—with items visually highlighted as they are referenced in the narration.
- Characters: None shown (voiceover only)
- Description: This scenario demonstrates the process of preparing for an abortion procedure, focusing on equipment, room set-up, and key clinical elements.
Scenario 4:
- Visuals: Three images of a client displaying symptoms of different complications while receiving an abortion.
- Characters: 1 client
- Description: This scenario demonstrates how to recognize and treat complications that may arise during an abortion procedure.
Scenario 5:
- Settings (6 total):
- Room with calendar on wall (three scenes: start, after Clinic 1, after Clinic 2)
- Desk in a medical setting
- Another clinical setting
- Airport/airline counter
- City street setting
- Recovery room
- Characters: 2 medical administrators, 1 client, 1 airline attendant
- Description: This scenario follows a client who must travel a long distance by airplane to access abortion care. The client visits a clinic, receives an ultrasound requisition, and speaks with a travel coordinator. They then travel through the airport, fly to another city, access abortion services (procedure not shown), and are later depicted in a recovery room. The purpose of this scenario is to illustrate the systemic complexities and challenges faced by individuals in rural communities where procedural abortion services are not locally accessible.
